Can I install an EXE application on a free web host?

I downloaded a server program (freeware) that is java but is packaged in an EXE file. Is there a free webhost that would let me install it? The client program is an EXE as well but everything else about it is java.The program is FinA (I grabbed it off SourceForge.net). After exploring the program files I'm unable to find a workable solution to simply uploading the directories to a webserver and running it file-based as opposed to program-based. This application is going to be customized for a community intranet-type site and needs to be able to be remotely accessed by everybody in the community without downloading the entire 180+ MB client file.
