A Ohio Salvage title?

Ok, my husband recently was given a Honda Civic with a salvaged title. The car has a few minor body issues such as damaged drivers side fender and headlight. He got it off of a trustworthy friend of ours who recovered this car as a repo. He ordered the fender for us for $40 and the light for $25. Since the parts came in they put them on the car and our friend towed it to our home. My husband took the title to our local BMV to get a inspection reciept ,have the title put completely into his name and get tags for the car. The girl at the BMV informed him that he cannot get tags for the car until it is inspected at the Ohio state patrol inspection office. When my husband asked her how we were to get the car there she told him since its local to drive the car there!!! WTH!!! They want you to get the car inspected, but won't give you ohio plates, and you can't legally drive with out plates. Hmmmm can someone tell me how we can go about this?? My husband loves this car and it was free so he's not complaining too much we are just confused on a few things.
