Is my neon just stunned or dead?

hi I just saw my neon tetra just swim into the part of my tank where my filter spits the clean water out and it was pushed under the water and popped up not moving, is it dead or knocked out and is there anyway to tell. by the way my filter is a Fluval U1 and the part that spits out the water is about 2 inches above water level, is that helps.
