Could someone please tell me what this meant?

Recently Machusetts Attorney General Martha Coakley remarked about illegal immigrants in MA "Technically it is not illegal to be an illegal in Machusetts". What the #$%^ does that mean? To me if you are in the country illegally, You are an illegal.
