What phone companys are good for me?

I'm planning on getting a cell phone next month BUT heres the thing I have a budget of 50$ a month for the phone so I was wondering what phone companys are good for me that wont go above my bill.I must have at least 200 min,web,and dont care for texting much.I live in new york by the way if that gives you a sense of the networks her.
